Appointed Person service:

All UK employers are legally obliged to appoint one or more “competent persons” to help them manage their firm’s health & safety obligations (see: Management of Health & Safety at Work Regulations 1999).

Ideally the person(s) appointed to this role should be employees (because they will have a detailed understanding of how the company works) but if this need cannot be met “in-house” then the employer is allowed to bring in an outside consultancy. (But, just to be clear, what he cannot do is simply ignore the requirement – not unless he really fancies risking a £20,000 fine!)
